I assume it is a DC motor. You should have DC voltage coming out of the solar cell (For example 10V). You could use a transistor to switch the voltage on and off, then filter the output with an RC filter. You will have to choose the right RC time constant . It will have to be slower than the control pulse frequency, but faster than the desired motor response time.
If you switched the voltage with a 50% duty cycle, then filtered the output, you would get 5V, with a 75% duty cycle, you would get 7.5V, etc. Therefore, you could control the motor by controlling the duty cycle of the switching. A microcontroller like the BASIC Stamp can produce the control pulses.

Actually, all of the evidence proves that it IS just a natural cycle. Do your own research instead of listening to your precious media. look at the history trends of weather and earth's temperatures. It's all caused by solar flares on the sun's surface. This year has been the coolest earth has been in a very long time. This is because the solar flares have died down.
It's political though because it's a sham made up by the UN to gain leverage to enact a global tax on your 'carbon footprint'.

In the context of the other disciplines you ask about, Hardware Engineering is NOT the plastic, etc. That falls to the packaging engineer, usually someone with a degree in Mechanical Engineering. The (computer) Hardware Engineer is involved with selecting the chips on the circuit board, power supplies, issues like EMI suppression, etc. He/she is not necessarily a programmer, although they do need to be aware of the operating system to be used, among other programming-related concerns, since the hardware they select and design into the system tends to be inclined toward one OS or another.
You do have the Software Engineer about right. (While they often have a degree in electrical engineering, they usually aren't applying Ohm's law anymore. They have studied that stuff, but moved on.)
Electrical engineers can and DO work "with computers".
Computer engineer is a very general term. Could mean any of the other three disciplines. Just like an "automotive engineer" could be a specialist in one of any number of very different disciplines.
