To answer your question, you will not see any added performance from your car, UNLESS it was designed to run on 91 initially and you were giving it 87. If you put 87 in a car designed for 91, you will get engine knock and detonation, which is harmful to the engine.
It is best to put the specified octane rated fuel from the car manual

It is the dollar figure. Tesla costs a fair coin. These Porches also cost fair coin as you will find out "batteries are extra" costing more than the car. Read the wording like a lawyer would. Nowhere does it state that the car will do that on electric power. It talks about simplicity and precision of the car(a standard Porche) and that it has won many rallies(again a standard gas guzzling Porche). Then it talks about batteries and their costs(bypassing the output of an EV motor-hp or speeds).
And you don't need to go faster than 60mph, unless you were on a racetrack.

Colorado will not reimburse you for the cost. You can get a tax credit of up to 85% of the incremental "VALUE" of the car. So here's an example. You have $30,000 car and you make it electric for a cost of $30,000 (see first link on the cost to answer your question, part 2). That means you have $60,000 in the car. You can buy a factory made electric car just like yours for $40,000. OOPPPPs, no tax credit.
Now instead, you buy a new EV at $40,000 and the equivalent gasoline one costs $35,000. You can deduct 85% or the difference so $4,000 maximum.

The effects of air pollution
Don’t get me wrong. Clean air is important but what good is clean air without a strong economy, jobs, and wealth! Don’t hurt our industries or punish our corporations for trying to provide an honest living to Americans who want to work to put food on the table and buy that dream house or car they always wanted. Californians in polluted areas should live and work indoors in air filtered environments. Our cars should be equipped with the proper air filtration that is needed as well.
